Golf Cart & LSV Speed Limit Laws | Where Can You Actually Drive?

Where are golf carts and LSVs legal? Understanding the 25mph and 35mph road rules by state. Complete guide to street-legal speed restrictions.

Golf Cart Speed Limit Laws: The "35 MPH Rule" Explained

One of the most common points of confusion for new buyers is where they can legally drive their golf cart or LSV. The answer almost always revolves around one number: 35 MPH.

The Difference Between Vehicle Speed and Road Speed

1. The Vehicle’s Top Speed

  • Golf Carts: Generally capped at 15-19 MPH from the factory.
  • LSVs (Low-Speed Vehicles): Legally required to travel between 20-25 MPH. If the vehicle can go 26 MPH, it is technically no longer an LSV and may be subject to full automotive regulations.

2. The Road’s Speed Limit

Federal and most state laws dictate that an LSV can only be operated on roads where the posted speed limit is 35 MPH or less.

  • The Intent: This ensures that the speed differential between the LSV (going 25 mph) and surrounding traffic is not dangerous.
  • Crossings: In most states, you are allowed to cross a road with a higher speed limit (e.g., crossing a 45 mph road to get to another residential area), but you cannot travel along it.

State Variations to Watch Out For

While the 35 mph rule is the standard (used in Florida, Texas, and Arizona), some states allow for "local option" laws:

  • South Carolina: Generally restricts carts to roads 35 mph or less, but allows them only within 4 miles of the owner's residence.
  • California: Allows local municipalities to authorize LSV use on roads up to 45 mph in specific "Golf Cart Zones," provided there is a designated lane.
  • Tennessee: Follows the 35 mph rule but is very strict about LSVs having a 17-digit VIN to enter these public roads.

Red Flags: "Speeding Up" Your Cart

Many owners use aftermarket controllers to make their golf carts go 30+ mph. Be Warned:

  1. Law Enforcement: If a cop clocks you going 31 mph in a golf cart, you aren't just getting a speeding ticket; you are likely getting an "operating an unregistered vehicle" citation, which is much more serious.
  2. Safety: Standard golf cart brakes (drums on the rear) are not designed to stop a vehicle at 35 mph. If you increase the speed, you must upgrade to 4-wheel disc brakes (Standard on brands like Honor LSV or Evolution).

Driving Etiquette & Safety

Even if it's legal, remember that a 25 mph LSV is the slowest thing on a 35 mph road.

  • Use Turnouts: If a line of cars is forming behind you, pull over and let them pass.
  • Stay Right: Hug the right side of the lane where safe, but don't drive on the shoulder unless it's designated for carts.
